Eastover Hotel & Resort, LLC for property located at 430 East St.  Map 13 Parcels 1 & 29.  Informal discussion with Rob Hoogs of Foresight Land Services regarding proposed placement of sewer pipe outside of 100 foot buffer.

Eastover is planning to put in new sewer lines to the existing septic systems with the ultimate goal of tying into the town sewer when it becomes available.  The wetlands were flagged.

As a result of a site visit attended by Mr. Hoogs, NC and TF, it was determined that as the work was outside of the buffer zone, therefore this project is not jurisdictional.

Approve minutes- March 1, 2012: TF made a motion to approve the minutes and JS seconded the motion.  The Commission voted to approve 5-0.


Other Business:

  • Kennedy Park-Baker’s Pond: DF made a motion to continue the hearing until April 19, 2012 at 7:30 pm.  VA seconded the motion and the Commission voted to agree 5-0.  
  • Kennedy Park-Belvedere: Town Manager, Greg Federspiel will update the Commission on progress being made on April 19, 2012 at 7:45 pm.
  • Toole Properties-SK Design for Request for Certificate of Compliance for the drainage work at the older hotel. This is scheduled for April 19, 2012 at 8:15 pm.
  • Kennedy Park-Belvedere: On March 30, 2012 there was a site visit attended by Rob Akroyd of Greylock Design, Greg Federspiel, DL and NC.  It was discussed upon inspection that the installation of a berm might cause a point source of water to be established which would then have to be further managed.   Inspection of the area indicated that surface water was going to the wall sinking and distributed through the cracks in the wall at this time.  A subsequent site visit as noted below will be to evaluate the situation for possible further recommendations.  
  • 5 Bracelan Court-The DEP reported to the Conservation Commission that an anonymous complaint was reported to them that someone was working around a stream at this location.  The caller further stated that Lenox did not have a Conservation Commission.   NC visited the site and contacted the owners of the property.  He noted that no damage was done and that the effort was cleaning up of debris.  The owners were advised to contact the Commission before doing any work in the future without contacting the Commission.   
Site visits for each of the three items will be scheduled for April 11, 2012 beginning at 4:00 pm and in the order listed:  
1) Toole Properties
2) RDA for Hillcrest
3) Kennedy Park-Belvedere

DF made a motion to adjourn at 8:10 pm and TF seconded the motion.  The Commission voted to agree 5-0.
